Try this 'low tech' solution...

I purchased some sample pots of (acrylic) Dulux Special Effects paints from my local hardware/paint shop.

There are various 'effects' available, ranging from simple render, sandswept, suede and rock/stone effects also.

I found that 2 coats of a 'sandy coloured' Dulux stone effect - with some soft staining and weathering- using wash of (20:1,  White Spirit & Davey Grey artist oil paint in tube)
produced an effect similar to your suggested photograph.
